CONGRESS HEIGHTS SMALL AREA PLAN
The Congress Heights Small Area Plan (CHSAP) guides the community, District government, housing providers, property owners and advocacy groups in implementing the Comprehensive Plan’s policies for equity and resiliency. Developed during the COVID-19 pandemic, the CHSAP establishes a community-informed vision for future development amid broader local and metropolitan growth.
As Congress Heights begins significant change—driven by new mixed-use development at St. Elizabeths East and public amenities including a state-of-the-art hospital—residents and business owners have voiced concerns about equitable benefits. In response, the Office of Planning pursued a people-centered approach aligned with citywide priorities for housing, economic recovery, and equity.
The CHSAP envisions a neighborhood that meets the housing and economic needs of both longtime and new residents, enhances resiliency for vulnerable populations, and celebrates the community’s history and culture. Implementation will guide private redevelopment, zoning changes, and investment in inclusive resources, housing opportunities, and improved public spaces.
