PENNSYLVANIA AVENUE EAST SMALL AREA PLAN
The Pennsylvania Avenue East Small Area Plan (PAESAP) establishes a community-informed framework to guide future development and public investment in support of the District’s Comprehensive Plan goals for equity and resilience. Developed during the COVID-19 public health emergency, the plan reimagines Pennsylvania Avenue SE as more than a commuter corridor—envisioning it as a vibrant, people-centered main street serving surrounding multi-generational neighborhoods. Through recommendations focused on affordable housing, economic development, improved mobility, and an enhanced public realm, the PAESAP promotes safer streets, stronger local businesses, and inclusive community amenities. Organized around four key themes, the plan provides urban design and development guidance to support a thriving, accessible corridor where residents can live, work, and gather.
