This plan outlined strategies and recommendations to transform Historic Downtown (Old Town) Fairfax by expanding upon its cultural and historic assets. 

Recommendations were made for public realm and private property activation, new street network design, downtown retail revitalization, land use, retail, parking, architecture, density, public amenities, and other related elements. Key features of the plan included a new “Arts Walk” that activates an internal formerly underutilized open space and enhanced connection to downtown for George Mason University and surrounding neighborhoods via a shared-use trail along the main North/South corridor for the City of Fairfax.
